t100, fixed issue regarding downloading none-image files 

The problem with the downloading of none-image files was down to an error on the server which cannot be fixed without a major Java update on the server but this may cause other complications. William said he's not going to upgrade it just in case it messes too many other things up.

I have commented all that out for now and just replaced it with a cflocation redirect. This way it works but as we cannot now force a download for all files there may be inconsistencies in how the browser deals with the file, ie. a PDF file will open inside a Chrome browser but IE will force a download... but it works and William is happy with this for now
